There is a person behind responsible for Minako-chan's love misfortune.
He never shows himself in Sailor Moon, for he is of long defeated by our
heroine. That person is none other than Kaitou Ace, the mysterious guy
known as 'every girl's best friend'.
Kaitou Ace is Sailor V's Tuxedo Mask in white. He saves her life twice
and encourages her when Sailor V's popularity is falling. He seems like
an ally but Artemis does not trust him. Ace has risen to fame so quickly
and suddenly that the Boss suspects it may be the doing of what is left
of the supposedly defeated Dark Agency. Their suspicions proved to be
true. It is also revealed at the end of the Sailor V manga that it is
all part of Ace's plan to lure Sailor V to him.
Ace may be a popular idol, but he is in fact an agent answering directly
to the Shitennou of the Dark Kingdom. It is his mission to defeat
Sailor V besides collecting energy. He confronts her in the last story
of the Sailor V manga, after telling her that he is her mystical lover
from the past. Since the Silver Millennium, Adonis (Ace's name back then)
had been secretly in love with Sailor Venus, who is forever unreachable
to him. He too, was reborn, but he now belongs to the Dark Kingdom. The
revelation surprised Minako. She is reluctant to fight him. When Ace
attacks, though, she hits him with a beam of light, knocking him over
the ledge of a roof.

Before his body disintegrated, with Minako holding him from the roof,
he throws the ace of hearts at her. The card tears apart, and Ace tells
her final love fortune. 'Your love will be hopeless for all eternity.'
The reason? Although Ace has tried to reach Minako, 'his path ends
without ever reaching her', may it be in the past or after his rebirth.

So the reason for Minako's lack of love life is due to Ace's foretelling?
Well, yes, and no. Under the influence, Minako never does find a love
again. As a devoted senshi, Minako gives all her focus to protecting her
princess. She can only 'go on living, without having to torment herself
over the ultimate choice, her love or her duty. Her fate is to continue fighting.'
